It turns out the Blessed Set is more of a dex-based set than a cleric set. You don't have to be a majority-class cleric to wear it, in fact, there's no class restriction, you just have to be 'good'. Same with the Stout set and Mighty, no class restriction, except no alignment restriction, although you need to have heavy armor proficiency to use them.
As it is, there IS no cleric set in the game at all.
Why not turn one of the level ~24 fighter-only armors like the Troll Blood armor or the one with all the physical resistances, into the core of a cleric set? With the stout set available, and elemental resistances from gems from crafting, these class-specific armors are currently in low demand. Add a shield, helm, and ring to round out the set. If an amulet is part of the set, the cleric would have to give up wearing a periapt of wisdom to complete the set.
I'd like to see one available at lower levels, too, if not, ok, but we DEFINITELY need one at higher levels.
Since a cleric is a mixed-role class, they need to have some melee capability to go along with their spell casting. For casting, the set will need to provide lots of bonus spells to support buffing party members as well as casting offensive spells. The most important skill to boost is Discipline, because it's not a class skill for the cleric, and it's a quick and messy end after getting knocked down. Healing is a close second, the more skill at healing the cleric has, the more useful each healing spell will be. The most important stat to increase is Wisdom, but since our doughty cleric will likely be seeing toe-to-toe encounters of the third kind quite often, boosting Str and Con would have a noticeable effect on the outcomes. Wearing medium or heavy armor most of the time means boosting Dex won't have that great an effect on AC, but increasing those low Reflex saving throws would be greatly appreciated by those who serve the faith!
